Increase of capacity at the interconnection point Lasów
ONTRAS will increase the technical and marketable capacity at the interconnection point Lasów.
Currently, ONTRAS has a technical capacity at Lasów exit of 1.427.200 kWh/h. As of 01.01.2012, ONTRAS will increase the technical capacity at Lasów exit by 579.800 kWh/h to overall 2.007.000 kWh/h.
Due to §14 (1) GasNZV, a part of the technical capacity will be reserved for short and medium term capacity. 35 % of the technical capacity is reserved for medium term capacity (2 – 4 years ahead) and 20 % of the technical capacity is reserved for short term capacity (< 2 years). Therefore the marketable capacities will be: 100% for the next two years, 80% for Y+2 until Y+4 (i.e. for 01.10.2014 to 01.10.2015) and 65% for Y+4 until unlimited from 01.10.2015 on. ONTRAS is obliged to release the marketable capacity in steps.
According to §12 GasNZV the new established primary capacity platform “TRAC-X primary” will start on 01.08.2011. On this platform the transport customers will be able to participate at auctions for capacities at cross-border interconnection points and market-area-border interconnection points, as §13 GasNZV demands.
At exit Lasów which is the cross border interconnection point from ONTRAS to GAZ-SYSTEM, the capacity allocation procedure will in future occur on TRAC-X primary as followed:
As of 01.10.2011 ONTRAS has the obligation to offer capacity products on the following basis:
yearly (start 01.10.2011), quarterly (start 01.01.2012, 01.04. 2012, 01.07.2012, 01.10. 2012) and monthly (1st of a month) as well as on day-ahead basis.
The additional capacity will only be marketed within the new regulatory framework, starting with the first auction of quarter products on 16.08.2011. This marketing approach has been agreed with the German Regulatory Authority (Bundesnetzagentur).
